Can you also give us your power supply specs - make and model?

Other factors that influence FPS is bandwidth - so go to www.speedtest.net and show us your speeds.
Also, how do you connect to your modem - ethernet or wireless?
When was the last time you rebooted the modem, and checked for firmware updates?

i reinstalled my pc
i did a downgrade from windows 11 to windows 10

After clean installing Windows did you install the system drivers and starting with the chipset drivers first.

Are you setting the Windows Power Plan to High Performance and keeping the notebook powered from the main when you are gaming.

I know this is basic, but have you tried dropping your resolution in game? Some games just don't like 1080p+ and dropping to 720p can make a huge difference against lag. You know your own system though - if you think it's more of a technical issue, certainly follow the pros advice above.
